Doesn't seem as good as bullet armor.
I agree that it is a bit underpowered, but making it have too much evasion will just make the item TOO op, the problem with armor is that getting it higher than 50% doesn`t make any sense since you have a lot of diminishing returns. This item on the other hand gives a flat +40% survivability against bullets no matter your armor(not really since it is a chance, but close enough). So buying this along with the armor will basically make you unkillable to bullets. I am thinking that making the passive effect have 40s cd and 15-20s duration will be good enough. Also adding a lot of evasion to the game basically forces you to add something to counter it(like in dota where you have MKB against evasions)
