At a native 4:3 aspect ratio the game functions perfectly aside from the health bar seemingly being stationary regardless of resolution and the scaling of the shop menu.
Perhaps allowing changing the position of the healthbar or aligning it's position using a percentage of the horizontal resolution could fix it. The shop seems a more complicated problem with it cutting off the right side (build browser) and tabs not scrolling to the bottom properly.
I'm aware of some mods that fix these issues already but they break commonly between patches and updates. Definitely a niche issue but could also cause issues with the steam deck's 16:10 display if someone were to try the game on it. Attached is a demonstration of the missing healthbar and shop UI tested at 1024x768.
