3200 enemy buff remover

As the title suggests, I propose a 3200 item that would remove enemy ability and item buffs. It would be similar to dispel magic but could be cast on enemies. It would remove shields, active item buffs, etc; and would not remove bridge buffs, ultimate buffs, etc.

I think it could build into curse too, though I'm on the fence for this additional suggestion.

i dont think mixing buff removal and shield removal is a good idea. the item would be too strong

but having an item for both cases would be good.

it think the buff removal could also stop you from getting buffs for a few seconds after, and disable items like rescue beam from working

Hard agree! Serpent Fang (LoL item) as an active and old Capacitor in item form (as an active) would be absolutely appreciated.
Perhaps not destroy the shield, but reduces it by 65%, and any future shields for the next 3 seconds?

Both could be spirit items, possible T2? To give more T2 options for Spirit. It should be okay, because the Cap item is a skill shot, whilst the Serpent Fang item is similar to spirit sap in application. It would be a situational purchase when their shielding is chunky. T3 would be a bit excessive to justify the purchase.
