2 minor camera bugs: Looking up and Pocket's satchel

1. When looking up there's a spot where the camera bobs suddenly a little bit. Happens on all heroes.

2.If pocket has enough extra ability duration, his Satcher will eventually snap the camera instead of smoothly transition it.
