11 fps curse

So I have installed game again after half of the year or more because of bugs on every step you do. And the first thing I experience after long time i have entered the game is full time 10 fps. I havent waited maybe long enough in lobby to load shaders before the game, but when I loaded in game and have played for 10 minutes and nothing improved and after 2 attempts of re-entering. I faced players who thas targeting me cause of that trying their best to farm 10 fps (thats the basic community of this game). Now I have started the game again, waited for shadows and still 10 fps.

Nothing will help this game when this things happening. It the miscarriage of valve
