Can confirm the exact same thing happens to me, although the frametime spike/stutter is less pronounced probably because I have a 9800X3D.

Just tested it today and can confirm that doing "Run this program as an administrator" fix works. No need to start the game from the win64 folder anymore or disable full screen optimization either. Very weird behavior.
