In fact, you do.
Many mods modify the abilities.vdata file. Hero mods often do this to change stuff like sounds for abiltiies.
The file that contained the fix is abiltiies.vdata.
As you see in my video I posted, on the live client with no mods, the bolt doesn't go trough the guardian.
If...
Stun Duration = No. Of. Stacks / 12 * 1.2 seconds
is equivalent to
Stun Duration = No. Of. Stacks / 10 seconds
or
Stun Duration = 0.1s per stack

In the data files of each item, they just need to switch the order of these lines.
There was a similar post a while ago and tested this fix by modding it, and it worked wonders.

Talon bird doesn't require a killing blow, it requires the hit targets to die within a max of 3 seconds of being hit.
Vindicta is the only hero with an on kill mechanic that requires the killing blow.

Only problem is stacking it with cultist can make you a kinda OP farmer, even early game. I think this could only exist if Cultists didn't.
Also lifesteal is by default reduced against NPCs so it might need some clarification on whether or not this is also reduced.
Works fine for me in sandbox. Do you happen to have a video or a match id with a time stamp?
Also does this happen consistently if you test it in sandbox?
If they were to implement the option, you'd still be able to use the dedicated key as an additional option in settings, similar to how it is now for other abilities.
Just to clarify, it mainly only affects it visually. Unless you're in the sandbox, because sandbox is a local server (your PC)
But playing on valve servers will give visual bugs, but the server itself should still register the correct interactions.
Generally it's best to avoid any outdated mods...
