Are you playing on Vulkan? Seems like it. Just switch to dx11. I encounter same behaviour over time using Vulkan. It's still broken as of now.

For me game drop in teamfights only to around 30 fps from 70-80. Semms like you are playing on Vulkan. Same problem happens to me over time when I try to use that renderer :) For now it's a bad idea to use it, you'd better switch to dx11.

Same happened to me playing Vindicta in Public Bot Match when I alt-tabed during landing from the zip-line. Second alt-tab fixed everything for me.

Same bug happened to me when I alt-tabed riding zipline. On the ground I couldn't do anything beside sliding on the floor. Second alt-tab helped (after short period of time game froze for a sew seconds and returned me controls).
