This is working as intended. I don't know why the devs opted for pink noise vs alpha transparency, but I'd guess it's for performance reasons.
I've also reproduced this vanilla. I was interrupted while starting mina ult and got the same camera glitch, and re-casting ult (which didn't go on cooldown) fixed the camera.
For some more weird Capacitor trivia, the effect that makes you immune to re-applications of Silencer is technically a buff and can be purged with Capacitor. Not incredibly useful, but it can be abused to apply Silencer twice back-to-back.
