Agreed. I have a level 5 snowball, but it seems that if you're not in a party at all, you only ever get a level 0 snowball in game. (I have not tested while in a party)

I’ve noticed this as Geist with spellslinger. After respawn I go to take minion camps but don’t get the stacking buff on minions to ramp up power.
