After further testing, this appears to be the same bug as the one listed in this thread https://forums.playdeadlock.com/threads/cant-use-text-and-voice-chat-on-heroes-with-custom-keybinds-set.37215/ As switching to a character I don't have custom keybinds for fixes the issue.
