Okay further balancing the Ult Generation. The 3 reels must be spun with 1 light melee and 1 heavy melee (which spins two reels). 3 light melees is too easy to hit and will produce too many ult charges. You can get heavy melees that are safe to use with the Mean Right Hook passive.
Okay I already know a couple fixes that need made.
1. Barstool needs a minimum time before it can be picked up again. 3s. So reasonably speaking it can be thrown 4 times including the first cast, up to 7 times when maxed.

His Altfire his the most important part of his kit. Deals light melee damage, one swing per second when held. Meant to be used in tandem with primary fire and abilities to deal higher damage and to guarantee light melee procs.

He should have a spirit and gun build, maybe even a tank build.
Altfire:
40 damage, 2 shots per second, projectile velocity 15m/s. High bullet growth.
Is meant to be somewhat difficult to land without the homing affect.
Primary fire has a maximum range of 20m.

Very cool artwork, love the buffalo move, I'm not seeing the dueling aspect of the character though. The passive and ult suggest that this guy thrives in the 1v1 and seeks it out, but his other two abilities don't lend himself to that.
Flurry, Bounding Slice, and Defy are the non-ultimate abilities he gets with his machetes drawn when Dueling someone. His base weapon damage with the machetes is still 12x5 but he has infinite ammo.
If using the sniper he does 100x1 for 3 ammo, falloff range starts at 30m.

Alright made several moderate changes that really smooth out the character, and add up to be a pretty major change. Every ability was improved in design.
Technically there is pure damage from other sources (mystic reverb) but it is categorized as spirit damage and just not affected by resistances. I think spirit lifesteal should just affect true damage.
Tbh I think the only thing to contribute at this stage is abilities. If a certain play style seems good to add to the game, then we can add whatever art or story to that kit. Other people seem to prioritize art over abilities, and I don't think that makes sense.
I like your potion brewing effect more than mine though. I think it should be taken over my 3. It can be a powerful buff/debuff/damage effect based off what plants you get, which has the drawbacks of needing brewed and having only one potion at a time.
