It could be. If it is I would just upgrade the duration, and a damage element would be fine. Glad you like the concept.

To clarify the bullet resist and ability rduration are also per stack. No limit on stacks but you're only going to get 12 if you buy this first and go to 51.4k so stacks shouldn't get out of hand.

it could combine the tier 2s instead of the tier 3s. It's an awful lot like arcane surge that way though.
