When ven 2 hits kelvin as he is beaming kelvins beam visually becomes permanent. The beam is visible and audible but does not damage. This bug is only cancelled upon using beam again.
as far as I remember this is how it’s occurred to me in the past.
Yea so after looking further into it they work but the CDR just isn't shown in your stats. It also doesn't effect what the ability cooldown says when you hover each ability.
Update - Even caster buff isn't giving any CDR either.
Spiritual isn't giving any CDR either (Even when fully stacked). Clearly all the Conditional CDR items aren't working at all.
