Yea so after looking further into it they work but the CDR just isn't shown in your stats. It also doesn't effect what the ability cooldown says when you hover each ability.
Update - Even caster buff isn't giving any CDR either.
Spiritual isn't giving any CDR either (Even when fully stacked). Clearly all the Conditional CDR items aren't working at all.
I can confirm this as a Kelvin main, I sometimes hear people complain about it in game. Most of my games I get these weird stutters/screen fragments and teleporting. Not an FPS or Ping issue.
I think this is still happening and even worse now. I pretty much only okay Kelvin and I get these crazy screen fragments and teleports type of lag. My friend has it as well when Im playing with him as Kelvin.
Maybe one item for Weapon and one for Spirit
Weapon item passive - Deal 25% more weapon damage to enemies above X height
Spirit item passive - Deal 25% more Spirit damage against enemies above X height
Idk what cost or stats but this could be a great addition to the game
