Good item idea but I feel like this would become dominant on most characters and be a must buy for everyone, which isn't great for builds if one slot is always filled. Maybe the numbers could be tweaked but I feel like its hard to balance an item like this.
I feel that this is a good take on such an item as it remains somewhat general in usage but still allows burst damage to shred your health. This item could also work against groups and not just sustained damage which I think is where it'd often shine for tanks like Victor or Abrams.
I think this is an interesting idea, similar to how burst fire gives extra sliding distance other items could give useful mobility buffs that synergize with the core function.
