The issue is related to particle effects essentially overwhelming my computer due to lack of optimization. It always correlates with the amount of effects on screen or collision with crates/containers sometimes. It looks far more like cpu than networking.

Here's a clip from my game today. I didn't get the massive stallout and then rubberband. But you can see all these microstutters and it appears like I'm constantly rubberbanding and not gaining as much ground as I should be.

Same issue, but mine is more intense and it's like I play the game by myself for a few seconds and then i teleport back to where i was, usually dead because the bug has cost me a teamfight.
This happens to me as well constantly when there's too many particle effects at once. It really kicks up post 10 minutes when the game is starting to really get going and everyone is performing more actions across the map.
