Because that's lame and it goes against the very "flexible adaptation" gameplay loop Deadlock is going for. The fun in Deadlock isn't "op bullshit" it's adapting your build and trying out different build focuses. If that's not for you then maybeeeee deadlock might not be for you.

Doesn't seem like a bug, since the T3 does state "on hero hit". Counterspell doesn't actually prevent hits, it just prevents the negative effects from being applied. Billy's Rising Ram does the same thing.
That's a really cool concept! I like it. There's a bit of risk and reward that honeslty justify the cost well and can enable tons of new playstyle anyway.
I can kinda agree with 45s. 90s is kinda long. Though likely it should keep a very similar cooldown reduction to 4s/2s, because if you use this in a teamfight, you very likely won't even get moer than 3-4 melees. An 8s reduction for four risky melees just seem not worth the risk.

I honestly wasn't sure what kind of cooldown to give it. It's something I feel should be kinda tested to an extent. In my mind I didn't want people to be able to have a "freebie" every few seconds and wanted to encourage people to use their melees *even* once...
