Paradox's ult can somewhat penetrate the ice shelter - as long as the projectile of the shelter is within the shelter area before Kelvin creates the shelter. Whilst this is very timing-dependent, it will result in Kelvin getting unceremoniously ejected from his shelter.

This issue is still present following the 3/6/26 rework of Mirage's ultimate - but now the hideout would actually require a graphical minimap (even if it's just a basic outline of the playable space) in order for the ultimate to work.
I think it's probably implemented in a similar way to Pocket's satchel - as Pocket can't be targeted by items/abilities (such as Curse) whilst they're hiding in their satchel.
