zoom_sensitivity_ratio in console affects regular (not zoomed) sensitivity

if you lower/raise zoom_sensitivity_ratio it makes your normal sensitivity slower/faster despite that value staying the same

confirming I also experienced this
expected behavior for this command is to only affect sensitivity while zooming. Currently there is no method to reduce the sensitivity while zoomed.
