Thematically, this hero could essentially be a Zoltar or other fortune teller machine that came to life. Mechanically speaking, their abilities could operate on a system similar to Ogre Magi from Dota 2 where the effectiveness of some abilities are luck-based. These luck-based abilities could be presented as "Fortunes", an example could be something like a timed fire rate increase, or even a "Prophecy", which could be something totally random such as a random bullet in the magazine dealing damage.
