In the attached video I show a spot that gets me all the time when mounting the zipline. Looking towards base, it seems to target the closest point on the zipline. Looking away from base, it targets a distant point much closer to base, i.e. in the opposite direction you're trying to go. It does not happen if you get close enough to the zipline.
I thought it might have something to do with being near an inflection point in the zipline, and sure enough it seems like you can replicate this in other places. Here are some steps that should let you replicate this elsewhere:

- Find a location with a curve next to an inflection point, with enough room to do the steps below without terrain blocking you or your line of sight
- Stand on the convex side of the curve between the apex and the nearby inflection point, slightly closer to the apex of the curve
- Stand far away from the zipline, but close enough to still interact with it
- Look at the zipline slightly away from the inflection point
