Ever since the 11/21 major patch, Yamato Power Slash has been intermittently not registering a hit when it obviously should hit. This seems to be most common when the enemy dashes at roughly the same time as the attack.
The only change in the patch notes is reduction in clipping people through cover, but this seems to have resulted in some side effects on hitting people outside of cover.
Previously reported issues with point-blank hitreg seem to be fixed, but this is a different issue.
This video from reddit shows some examples of not registering hits on enemies outside of cover, and these would always hit before the patch:
