Wraith ult refunded if interrupted between cast and connect

i've witnessed a few times where a wraith casts her ult on someone, then gets interrupted while the chains are mid-flight, and the chains disappear - just for the wraith to then re-cast her ult again moments later (no refresher).

that feels like a bug? if you cast your ult and get interrupted, that should be the cost of poorly using your ult. it's not even like a GT/dynamo ult with an initial cast, either, where it makes sense to refund if interrupted before cast completes.

like idk, it looks like the stun there hit her juuust before the chains actually went out - but unlike other ults (dynamo, geist, GT to name a few) where interrupt-during-cast doesn't consume the ult, there's no actual cast time or anything on the ability info?
