Just a post for anyone wondering where their FPS went after around Jan 14. I originally thought it came with the release of Graves but after searching some other posts I found out the update ending in 4109 cooked my RAM usage and caused massive frame drops and stutters. The fix is to update to the newest version of windows or rollback to an older version. At the time of posting this the update ending in 4105 is the newest windows update and is largely fine although I have heard older updates are more stable.

game always ran smooth as butter for me, since the update the FPS drop from mostly consistent 180 down to 10-20 ish, yet every possible overlay reports around 60-90. (reminded me of the frame gen issue, where overlays showed raw FPS, instead of 2x, 3x or 4x) which would make sense due to 70/4 = 17.5 FPS
Alt + Tab resolves the issue for a few seconds, sometimes even a minute, but the longer the match goes, the shorter it takes until it becomes unplayable again.
Tried everything, e.g.
settings from Ultra to Low - no change
borderless, fullscreen - no change
deleted shadercache - no...
