Vyper's ult should 100% reset the momentum of whoever gets hit by it. There are many instances where you hit someone with petrify as they're using some form of movement and they come out of the petrify moving at absurd speeds that make no sense. Petrify should be a tool to close the gap on someone or halt their escape, but this makes it feel useless at times. For example, if you petrify a Holliday who just hit her bounce pad, she will exit petrify able with all of her bounce pad momentum and an easy escape.
