When you're in a party and in a game and hit escape, you can see the option in the main menu under the lobby players. It clearly says "Voice and text chat", and when set to party-only does nothing about text, though the voice part works if you use the voice - party keybind at least. The text part would be very useful so parties could communicate via text with eachother if they don't have a mic or cannot talk.
