[Vitality item concept] 'Kinetic Shield', keep moving to charge a skill-nullifying shield!

This item synergizes with roaming heroes by encouraging constant movement.
When stack are full, the shield will be able to nullify only one instance of enemy skill.
Therefore , it is weak against constant-applying skills (e.g., Ivy's Kudzu Bomb or Dynamo's Singularity).​
 
I'm always a fan of the art you do for these concepts.
For the shield nulifying the enemy's skill, do you mean you're completely invulnerable to the first hit? If so, that's extremely strong for a T2 item, just because some powerful moves (Like Abram's charge, Geist Bomb, Lash's stomp or Infernus's Ult) could be completely dodged. That's mainly a problem since it's pretty easy to reach max stacks (you could walk in a circle for 10 seconds if need be).
I do like the idea behind this item, though it seems a bit strong for it's worth. Perhaps the full shield could just reduce incoming that first hit's damage by 50% instead?

Yes, I did design the item as a " When stacks are full, you're invulnerable against just one instance of enemies skill.".
However, I do believe its going to be balanced as any effects outside of hero skill can still be applied such as withering whip, decay, slowing bullets, slowing hex, silence glyph, curse and much, much more.
But, increasing the time for gaining stacks to prevent players from just running around in circles is also a very good way to further balance this item.

I have to admit, I try to consider the balance when proposing concepts, but I also try to sell the item's power fantasy.
It often results in a situation where people are reasonably concerned with how hypothetically overpowered the item can be.
I can't deny the ridiculousness of the items which I present, but that's why its just a fun concept!
 
That stat line is pretty high for an item that can nullify cc effects. I think making it a tier 3 would be a lot easier to balance, imo.
i love your art and some sort of item like this would be cool to see in game. I like that movement charges it would love any item that has movement charging it.
Not to toot my own horn too much, but I have a concept on this forum for an active item similar to heroic aura that charges through movement.
