Visual Hitching (Not FPS or Ping-Related)

For a few months now I've had this issue with character movement seemingly bouncing or snapping step-by-step. It's hard to describe, so I've included a video. (please disregard my friends conversation in the background)
It might be hard to see, so fullscreen the video and pay attention specifically to the parallax of the stairs moving across the screen. The motion isn't smooth, it snaps across the screen. This isn't a performance issue, as noted by the frame counter at the top. My CPU is reading fine. My ping is fine. I have V-Sync enabled, and this isn't even an example of screen-tearing anyway. (unless it's some weird kinda vertical screen tearing?) I'm pretty sure this is a bug of some kind.

This hasn't been an enormous issue for my gameplay on the characters I prefer, generally ability-based, melee, or supports, but if you're playing more aim-oriented characters like Vindicta or Holliday, it can be frustrating to try and overcome. I'm wondering if anyone else has experienced this or found a fix for it? It's just kinda gotten on my nerves now that I've fixed all my other PC/Performance issues and it remains.

A few of my friends have this issue as well. HOWEVER, it isn't consistent. Recent testing with them shows that if certain people are hosting the lobby, it doesn't happen. When my friend who said he wasn't experiencing the issue hosted a lobby, the parallax issues were gone. However, in the clip I'm showing and with what my friend who was also experiencing the issue, if you're hosting your own hideout it comes back. So I don't think it's a network issue, unless hosting your own hideout is you hosting a server?

when you lobby with friends it ends up on a valve server

this is super interesting though, i wanna try it when i'm in front of the game
