Visual glitch ability point (only for first level)

In the game we get ability points, which we can use to unlock new abilities and strengthen them. I lately have been getting a certain visual glitch where the first level of ability points is greyed out on default. Which means, I won't be able to see when I can upgrade any of my abilities to the 1st level. The purple is shown on the 2nd and 3rd level. Overlays like "suggested" (suggest upgrading this hero ability) are shown as well, which are one of the ways I'm still notified of the change. This happens with all heroes as far as I'm aware. Below are a couple of before and after pictures I took where you can see the option being greyed out, yet me being able to click/take the hero ability upgrade.

I have tried verifying steam files. i am running this without any mods, i don't have a modmanager.
