This has been reported before but not in detail or with video. Viscous is unable to double jump in ball under certain circumstances. The main requirement for viscous to be allowed to double jump while in ball is to jump from the ground normally to "refresh" the double jump state. If you launch yourself airborne with puddle punch or fall off a ledge then do an air jump, you cannot double jump again until you jump manually from the ground. A little bit confusing to put into words but here is a video:
