Vindicta cheating, bans on Steam profile - Does reporting even do anything?

Played one game against next game they were a laning partner. Could only report on the first game.

Steam account has multiple bans on record. So if ingame reporting PLUS existing bans on steam accounts exist and this person still get to play unimpeded, then whats the point of even reporting?

I don't know why they let people with active bans in. Not like you'd get less cheating data or whatever if they're playing on alts.
