With the new purple glow effect on Vindicta assassinate to indicate targets are below 50% hp, the glow effect seems to not take place if vindicta's crow ability is applied to the target BEFORE they fall below the 50% hp threshold. (image 1 demonstrates the bug where the glow vfx does not apply if crow is used before the target falls into execute range)
