Victor's Revive explosion is bugged and will sometimes never hit any players despite being in the Area of Effect. In the Match Drifter was even directly in front of Victor and took no damage from it.

I've seen Victor's Ult cannot hit if someone is even slightly too far below him, but that's can't be the case here.
Edit: Appears to be an issue with the two bunker areas in the Base, the one Drifter is standing inside of.
