Found a bug while playing Victor: after I got up from the ult, pressed refresh and got up from the ult again, I couldn't shoot, I had this icon, there were no debuffs. Then I respawned and also couldn't shoot for some time, this disappeared after I was stunned by a T2 tower, and I finished it off with my hand. Match number 40328140
