Specs:
Intel(R) Xeon(R) CPU E5-2643 v3 @ 3.40GHz 3.40 GHz
32gb ram
NVIDIA GeForce GTX 1650, driver version 566.36
Windows 10 Pro
Using Vulkan renderer in game, waited for all shaders to load before queuing.
Screenshot of the effect:

There is a noticeable horizontal banding effect, but only on entities (static props, player models, breakables, troopers, ziplines, ropes, veils, bridge buffs, etc.) World geometry is rendered normally.
It would occasionally flicker and go away for a moment, but would always return.
The effect went away completely after I closed my game and relaunched.
I have never had a similar effect happen in any other game, source engine or otherwise.
I think I've seen a similar post on these forums a long time ago, but I dont remember what it was called.
