Venator Ult Ricochet Bounces When not Fully Leveled

Venator ult will bounce between targets with Ricochet unless fully leveled to make all stakes blessed. The single blessed stake still bounces if you don't have the ult maxed but something about putting the final level in makes none of the stakes bounce anymore.

I just tested this, and the damage bounces but the blessed effect does not transfer to all three targets and execute them if low health.
