The idea for this item is one that can protect you against ganks (at least ones where the players come through veils), while also allowing you to hunt down players who are running away through them.
Veil Stalker
Vitality Item - 1,250 Souls (Innate +11% Health)
+10% Stamina Recovery
+1.5m/s Sprint Speed
Maybe some other bonuses or tweak the above
Passive
When an enemy hero within 80m walks through a Cosmic Veil, they are pinged on the map, then you gain +1 Stamina and +1m/s Move Speed for 5s. Targets are immune to the effects of Veil Stalker for 10s after being pinged by it. Targets within 20m have their immunity ignored.
The basic idea here is that they are pinged when they go through a veil so you know which veil they touched, but you don't get live location updates. Then, you get extra stamina and movespeed for a short time to help you either disengage or hunt them down. The last bit is maybe (probably) not necessary, but I thought would be nice for hunting down nearby enemies when they try to run away, so you keep getting the bonuses if you're hot on their tail.
