Passive:
Enemies within an radius are affected, gradually reduces their movement and fire rate by 1% per second, stacking up to 10 times. The Debuff persists for 1.5 seconds, after leaving the aura decaying rapidly over time.
Active: (Cooldown 45s)
Releases a Withering Pulse, that doubles the current stacks of Aura of Decay on all affected enemies within the aura. Additionally, Withering Pulses refreshes the duration of Aura of Decay to its's full 1.5 seconds.

Should I add another debuff - that slows down bullet velocity as well?
