As far as I know, cheaters are being denied access to the game. I can't say for sure about the VAC system.
If you meet a troll or a cheater, be sure to send a report to him. Believe me, if everyone doesn't bother to send a report to a troll, then the community of the game will become much cleaner. I know that now the community is being actively monitored and those who use cheats and communicate uncivilely are quickly banned.
