The change: "Carrying Urn now sets and limits your movespeed to a fixed 13 (this includes things like Ivy Air Drop). It no longer provides sprint. The speed cannot be reduced or increased."
Does not work currently when carrying the urn in Viscous Ult. It seems the movespeed can be up to 19 u/s when carrying urn during Viscous Ult. Attached a clip of me delivering the urn in a match from a few days ago. It seems the UI movespeed also doesnt update until I hit the creeps with the Goo ball Ult, then it showed the real movespeed of 19 u/s.
