Upgrading an ability with the combination Ctrl+Shift does not work if the ability is bound to Shift

I use Shift for my 2 ability, and Ctrl as the modifier to upgrade abilities. Prior to this previous patch, I was able to upgrade my 2 ability with the Ctrl+Shift key combination. This no longer works. Instead, the 2 ability (Shift) is activated when I press this combination.
