it's a tier 4 upgrade to slowing bullets that allows you to STACK the debuff by applying it multiple times, with each stack reducing the victims movement speed and dash distance. upon building up 10 stacks they have their movement abilities and items disabled until the status effect is gone. The build up rate is the same as slowing bullets, and while the debuff starts out weaker then slowing bullets it can overtake it and become debilitating
