When you switch accounts on the same computer, if you had rebounded your ability keys prior, abilities will at first be unusable as if they were not bound to any key. After rebinding the abilities to a key, ability 1 or 3 (depending on the character) will remain unusable as if it wasn't bound to anything, despite being bound in the config. This happened to me with Abrahms 100% of the times I tried replicating it. The attached video shows this issue. I'm not a dev, but this probably has to do with how Steam saves user profiles/configs of games of different accounts on the same PC and steam cloud sync.
