Unable to move mouse while shooting

No matter the character, no matter the sensitivity, as soon as I begin shooting my reticle ceases all movement. I can only resume moving my aim/reticle after I stop shooting or run out of ammunition, even if I continue to physically move my mouse.

My ping hotkey (Settings > Hotkeys > Communication Hotkeys > Ping) was set to ALT+M1, which caused this problem. Removing the hotkey, and changing it to something else (do not use M1 in the new keybind) was the fix for me.
