Unable to fully level all four abilities without delivering Spirit Urn

By around 40 minutes into the match, everyone on Amber side had delivered the urn at least once, granting them enough points in conjunction with souls to upgrade all 4 abilities.

No one on Sapphire side had enough points to upgrade all 4 abilities, with everyone sitting at 4/5 points

How is this a bug?

It's not a bug.
You can only get APs through 3 ways:
- "Level up", where you get last one at 21k right now iirc
- Spirit Urn
- Killing Walkers
