This is just a vague ult idea, but it would be fun to have a hero who's ult takes a long time to "charge up" or gradually makes them more of a threat throughout the map before they can use a powerful attack which also resets them, or something like that.
It could work something like this:
170s cooldown:
Activate this ability to produce a large shockwave around you, dealing damage and advancing your *phase*. if you are already in phase 3, all your artillery goes off, and you are reset to phase 0.
-Phase 1: You gain heavy armor that grants you damage resist, debuff reduction, and slows your movement by (such-and-such) percent.
-Phase 2: You gain shoulder-mounted cannons that fire alongside your primary weapon
-Phase 3: (Some other mortar ability) can now be fired anywhere by clicking on the minimap
*If you do not increase your phase within 180s, you revert one phase, and ult cooldown is set to 50%
*A phase increase can be heard over a large range.
