Not been able to reproduce this bug 100%(since it requires completing a match) but occurs very often(at least once per night at current rate).
I am currently since there is the Christmas event deselecting heroes from the roster as I get wins with them.
After finishing a deadlock match. I deselect the hero then sometimes I leave the screen with escape key without pressing play. At this point every UI menu becomes the create a roster menu. The only way to stop this is to interact with the select a game table again then escape the menu again as normal.
