Toxic bullets don't get buffed with Spiritual Overflow

Toxic bullets somehow deal less damage with Spiritual Overflow item. Not sure if that's intended or how those get calculated (possibly TB get stacked before SO and that's why it doesn't calculate properly but this still doesn't answer how they deal less damage with SO).

Upon further testing I've discovered that Infuser produces a similar effect causing Toxic Bullets to deal less damage

Toxic bullets do damage based on percentage of HP left, not percentage of Max HP. You did more bullet damage with spiritual overflow, which caused the percentage based damage of toxic bullets to go down in absolute numbers, while you did do more damage in total.

With only toxic bullets you did
353 Spirit
345 Bullet

With spiritual overflow you did
350 Spirit
399 Bullet
