Toxic Bullet decreasing gun damage

I was using this item selection on Grey Talon in the Sandbox. Without adding Toxic Bullets, my Rain of Arrows for full duration was doing approximately 16-17k damage to the spawned immobile bot. When Adding Toxic Bullets, the gun damage dropped to 10-11k.
