My item Idea is an upgrade to Ammo Scavenger that focuses mostly on gun build utility while being a spirit item.
(Though it could be changed into a Weapon Item for balance if needed)
I wanted an item that kind of has the idea of making the player Slowly hoard ammo and unleash it all in a quick burst when needed.
As Ammo Scavenger has the player scavenge ammo off of souls, this will be the upgrade to that gameplay mentality of hoarding souls
So when players collect souls now they will get more ammo per soul than before so they don't have to reload as much
since the ammo you get is 1/20th of your max, as well getting a stacking max ammo bonus which also gives a little ammo when it's applied (like Fleetfoot being activated)
But after 20 stacks your gains stagnate as it's now only 5% ammo per soul (though it's still more ammo per soul than at 0 stacks not counting the 2nd ammo increase), at this plateu you will get a movespeed bonus similar to ammo scavenger's sprint speed bonus at max stacks and your max ammo has been increased additively by +100%
And because you spent all this time hoarding ammo you of course need to spend it, which is why this item also has an active ability.
The active will massively increase your fire rate and bullet velocity (felt like it needed a 2nd bonus and bullet velocity was unique but not overpowered)
But after the fire rate bonus duration has gone away you lose a large chunk of your ammo stacks, 15 out of 20.
Which means if you want to make use of the main gimmick of this item, you need to spend time collecting 15 souls minimum and then reduce your max ammo back down after you've used it.
You've hoarded your ammo and now you've used it all in a big burst of fire rate and need to pick up the brass again slowly, with an active cooldown comparable to Shadow Weave or Debuff Remover.
This item will be highly countered by Metal Skin or Disarm/Curse (mitigated with Unstoppable/Debuff reduction) so you better use it wisely or you just spent 75% of your max ammo for no gain and need to build it all up again.
(Dying resets the stack count too of course so you gotta build it up from 0 then)
This gives a sort of alternative to Titanic Magazine while not being as consistently good, Titanic Mag gives 120% ammo, some resists and weapon damage
while this item only gives +4 and +0 to 100% increase of max ammo and a very conditional and situational ability
being an active item also limits it since you can only have 4 active items at once so you can consider this item if you don't have a lot of actives in your build but want more ammo without it taking up a weapon slot.

If the active is too weak or too strong, duration and stack consumption can be altered for balance reasons but shouldn't stray too far from original to keep its theme
