The item increases a skill's cast speed, projectile speed, reduces delay before cast.
The item can be applied to almost all skills.
However, it's hard to say how it should interact with duration extender. Probably, it should only be applied to reducing the delay before casting and increasing projectile speed.

Some examples:

• Decreases Yamato's Power Slash cast time.
• Decreases the casttime of Kelvin's Arctic Beam, but maintains the same total damage. Same applies to Haze's ultimate.
• Increases Yamato's Flying Strike projectile speed, as well as Yamato's speed on the hook.
• Reduces the delay before Infernus's ultimate.
• Increases the cast speed of Abram's ultimate by reducing the delay before he jumps up and then down.
• Applicable to any other skill with projectile or cast delay.

Having an item just like Quicksilver Reload, that you apply to a single skill and that skill gets cast faster would be nice.
It should probably not apply to ultimate abilities for balance reasons.
